CORTINA D'AMPEZZO, Italy—Federal agents detained champion snowboarder Chloe Kim on Thursday, halting her Olympic finals bid after authorities declared her halfpipe routine an illegal breach of U.S. pipeline safety regulations. The U.S. Olympic Committee and Pipeline and Hazardous Materials Safety Administration jointly suspended Kim’s eligibility hours before the women’s final.
